Job Description
GENERAL SUMMARY:
The Finance Manager & Company Secretary is a critical member of the India Leadership team and a business partner to the Country Managing Director driving profitable growth and expansion strategies. As a critical leadership team member, this position is accountable for the ongoing development and implementation of the financial strategic direction for Rail India ensuring alignment with the expectations of stakeholders and the financial goals of Harsco Rail.
Principle duties and responsibilities (essential functions):Financial & Accounting :
Leads the preparation of financial cycles such as yearly plans, quarterly forecasts, weekly business, and free cash flows outlook updates, long-range plans, and critical guiding measurables that will enable Rail India business to achieve its business objectives; monitoring financial and business performance throughout the year.
Works closely with the Country leadership team to present and gain approval of plans and quarterly forecasts. Closely monitor the execution of operational plans against India Annual Plan – and any other relevant business goals and objectives – with a focus on Margin, Operating Income, Working Capital, and Cash Flows.
Regularly reports business progress vs. financial metrics and updates the management team on key initiatives specific to Rail India.
Provides forward-looking planning and analysis/reporting to aid in improved forecasting and enhanced management decision-making.
Oversees financial operations/global finance shared services team to ensure a wide range of accounting policies and practices are being adhered to and deployed to effectively and efficiently manage company assets and operations.
Works closely with the global treasury team in addressing the cash flows/bank facility needs of Rail India
Ensures complete cooperation with all government regulators, auditors, and other agencies that periodically assess India operations and ensure full compliance.
Commercial
Establishes, builds, and leverages value-added commercial relationships with those key external customers, suppliers, and partners. Coordinates with key finance leaders representing customers, suppliers, financial institutions, and/or other executives and resources to ensure that appropriate market intelligence is acquired and “factored in” to Indian business decisions.
Strategic
Lead executive on all matters involving financial decisions, performance monitoring, and financial planning. Provides financial and balanced business perspective/wisdom to the successful development and implementation of operational plans that deliver business results aligned with agreed-upon goals.
People

Legal Compliance
Shares responsibility with other India management team members to ensure all company activities/operations are performed in accordance with government, agency, or professional regulations, and with those of Harsco.
Safeguards all company assets – physical and intellectual. Works closely with the legal team to monitor and implement policies that will enable the management team and direct reports to effectively ensure compliance with Harsco’s business and legal compliance standards.
SUBTASKS
1. Decision support:
Business advisory services relating to new business opportunities, capital projects, working capital strategies (inventory, AR, AP), Procurement analysis, and approval
M&A financial support, due diligence, and integration
Manage FX exposure
Solid analysis of all cost lines (COGS, SG&A) with appropriate recommendations for costs optimization
Financial support for division strategic planning
Support to Bid and Contract Management Team in evaluating new contract opportunities
2. Financial Planning, Analysis, and Reporting
Annual Plan, Quarterly Forecast, Weekly business outlook updates
Financial reporting efficiency improvement
Manage capital and operating budget
Balance sheet and cash flows management
Monthly, quarterly, and annual financial reporting in accordance with IGAAP and US GAAP
3. Finance Operations
Accounting process improvement
Cash Flows and Working Capital optimization (DSO, DPO, and DSI)
Revenue recognition in compliance with ASC606 requirements
Proper inventory management which covers safety stocks implementation, supply chain localization, standard costing valuation, proper monthly closing cut-off, stock takes, and E&O calculation.
Works closely with the Global Finance Shared Service team to ensure proper and timely record-keeping/reporting
4. Internal controls
US-GAAP compliance and Financial controls including SOX and audit reviews
Governance responsibilities (i.e. officer, director) of Rail India
Liaison to Corporate shared services (e.g. GSC, Internal Audit, Tax, Treasury, and Risk Management Departments)
Statutory Compliance – Legislation pertaining to Income Tax, GST, Commercial Tax, and other such taxes and laws
KEY RESULT AREAS
Decision Support to Rail India Leadership Team
Up-to-date customer, site, and service profitability analysis
Internal Controls – to address all identified internal controls weaknesses with appropriate management action plan/solution and show improvements to the prior year’s internal control rating given by the Internal Audit team.
Month end close to working day 3/4 in compliance with corporate requirements.
Cash Flows – ensure healthy operating cash flows through effective and efficient working capital management and exercise influence over commercial terms and conditions with customers and suppliers.
Major over-time projects managed to agree on a timetable and deliver committed benefits
Addressing accounting/controllership issues on acquisitions and divestitures
Balance sheet reporting and analysis to be established ensuring that deviations from plan and prior year are addressed and action plans created where necessary
Forecasting process accuracy
Timely submission of annual plans and quarterly forecasts with in-depth financial analysis
Accounting and reporting policies and procedures across Rail India are consistent and documented. Also, where appropriate are integrated with Rail and Harsco Accounting policies e.g. revenue recognition.

Qualifications
EDUCATION AND EXPERIENCE
Bachelor’s Degree in Accounting / Commerce
FCA (Fellow of the Institute of Chartered Accountants of India)
Associate or fellow member of The Institute of Company Secretaries of India
10-15 years of experience, out of which a minimum of 5 years in a multi-national working environment, preferably in a matrix organization structure.
Familiar with SOX and US/India GAAP
Competent in Tally software for local statutory audit
Competent in ERP system
Competent in Hyperion Financial Management/Planning software
Proficiency in Microsoft Excel (including pivot table), PowerPoint, Outlook, etc
Previous experience in working closely with finance-shared service center
Previous experience in project management and the engineering industry
