Dear Madam/Sir,

I am extremely interested in submitting my application for the advertised post. At Present, I am placed as Consultant in National Council for Vocational Education & Training, a regulatory body established under the Ministry of Skill Development & Entrepreneurship (MSDE), Government of India. The National Council for Vocational Education & Training (NCVET) is responsible for regulating the functioning of entities engaged in vocational education and training, both long-term and short-term and set minimum standards for their functioning.

During the period as Consultant in NCVET & MSDE, I have been actively engaged in developing the policies like- framework for setting up of Centre of Excellence, Guidelines for recognition and regulation of the Awarding Bodies (entities that develops Qualifications and awards certificates), Assessment Agencies (entities that carry out assessment of vocational training programs) Skill Universities, setting standards for approving Qualifictaions/Courses, etc, in order to bring uniformity, transparency and ensuring quality in the functioning of entities in the skilling ecosystem. My other deliverables includes managing the affiliation process of the entities/institutes/organizations, overseeing the Qualification development & approval process in sectors like- Tourism, Healthcare, IT-ITes and making the Qualifications amenable for Persons with Disabilities, through expository developed by mapping with different types of disabilities. Till date, my biggest achievement at MSDE had been Designing & Planning the establishment of National Level Regulatory Body- “National Council for Vocational Education & Training (NCVET)” in the skilling domain.

Since, the skilling ecosystem in the country is evolving and is very dynamic in nature, I have been part of several teams, Standing/Steering Committees and inter Ministerial consultations for indentifying concerns (like- integration of vocational education with main stream education, impact of Industry 4.0, making skilling aspirational) and formulating the road map in order to address the issues. I have also been of several conclaves organized by International Organisations like-ILO, GIZ, DFID for drawing coherence and adoption of best practices followed in developed nations. Additionally, I am also part of the monitoring & evaluation vertical that has developed key performance indicators and ranking matrix for continuous monitoring, quality governance and incentivizing better performing entities.

As my Resume reflects, I have more than eleven years of professional experience in Central & State Government Schemes/Projects (under vocational education and training domain), wherein I have studied and analyzed major trends, needs, the root causes and policy options concerning youth employment and have contributed in providing long term solutions. Therefore, I presume my experience in working for the regulator and the standards set in implementation and monitoring & evaluation of Government of India skilling Schemes will be an added advantage to the organisation.

Furthermore, I have been part of Inter Ministerial Committees (involving AICTE, Dept of School Education) and provided technical inputs to the Officers heading a Department/Wing in the Ministry of Skill Development & Entrepreneurship at regular intervals to develop the road map, enabling India to become- “The Skill Capital of the World”.

I understand that you will receive a large number of applications for this role. I do, however, firmly believe my motivation, experience in Government Advisory & liaising with Government Departments, working for national level regulatory body, experience in developing monitoring & evaluation framework and pre-existing skills will enable me to fit into the work environment and immediately start supporting the needs of the Organisation.
