Job Description Summary

Leading Execution of Electrical commissioning works, which are to be compliant with safety, time schedule, respective budget, and satisfactory quality. Lead Electrical Commissioning Engineer is responsible for ensuring Electrical commissioning of systems like preparations for energization, temporary energization and permanent energization of MV/LV/DC/UPS systems, UAT’s & HV systems in a Combined cycle Power Plant. He / she shall be also supporting Mechanical & Controls commissioning team in startup and commissioning.

Job Description

Roles and Responsibilities

• Responsible for Leading commissioning of the Electrical Systems and associated system such as DC/LV/MV distributions, Transformer, Busduct, Emergency power (Diesel), Black start Units, Emergency Lighting, Grounding System, Power Monitoring, and implementation of breaker settings, IED relays, etc.

• Ensure electrical equipment has been installed correctly and meets the owner’s quality standards, compliant with design drawings, specifications and operates to the respective sequence of operation

• Ensure overall plant operation concept is correct and safe implemented (interlocking, protection, HV interfaces, etc.)

• Perform necessary investigations/troubleshooting of any electrical malfunctions/issue.

• Perform the required pre-checks and energize Electrical control system ECS and checking of the communication with the DCS MKVIe control system.

• Execute and support all required testing such as functional loop checks, protection secondary injections, interlock, stability test, etc.

• Checking the customer interface and the control system by simulating the control system or manipulation (of the system) on site.

• Testing the functionality of the control system with the system technician

• Operating, maintenance and training of electrical system for customers

• The preparation and execution of the commissioning, trial run, acceptance testing and inspection/measurements works defined by COMM. Deviations from the agreed goals are reported and that corrective measures are initiated by arrangement with COMM, SIM and project management.

• The technical safety of system within his/her scope/discipline of work from turnover from Installation until hand over to the customer (COD).

• The personnel assigned to him/her are fully acquainted with the site specific rules, safety regulations and environmental protection measures and that they perform their work accordingly. Employee assessments for all members of staff reporting to him/her are performed in accordance with current procedure.

• Commissioning is performed in a safe and timely manner in accordance with the contract, budget and time schedule.

• Participate also in site meetings by arrangement with the COMM and SIM.

• Manage, perform, coordinate and monitor the commissioning of the systems specified within the scope of work of the COM LE by arrangement with the COMM.

• Respect project milestones and provide information to the COMM to assist in their realization.

• Organize and supervise the safe operation of the plant (site rules, safety regulations, shift plan, shift log, etc.) from system turnover from Installation until COD by arrangement with COMM and the SIM.

• Facilitate the turnover of systems from Installation to commissioning and from commissioning to the customer in accordance with current procedure/work instruction.

• Perform commissioning according to the specifications and engineering documents, taking into account the safety instructions, environmental protection measures and local regulations.

• Provide update information related to the commissioning system time schedule and the commissioning staff planning to the COMM.

• Provide information to the COMM for reporting purposes.

• Execute the additional commissioning tests, as defined by contract and local regulations, which are beyond the regular commissioning scope.

• Execute all witness points of systems specified within the scope of work of the COM LE as defined by contract, local regulations and project witnessing documentation.

• Ensure that the engineering department is involved in handling technical problems and decisions.

• Ensure commissioning, operation, quality, record and feedback documentation are issued.

• Hand over the collected and collated commissioning, quality and feedback documentation and software (originals) with a document list to the COMM for release.

• Ensure that commercial and technical deviations are reported with a corresponding quality record / non-conformance report (NCR) and that the same are followed up until their completion.

• Work off the open item lists of systems under his/her responsibility by arrangement with the COMM.

• Provide technical experience feedback to project management and project engineering departments during debriefing meeting(s) to be organized by the project.

• Provide, by assignment completion, a Site Report and forward the same to the COMM.

• Organize the return of all commissioning test equipment as soon as possible.

• Approve and sign the commissioning documentation issued by the COM ENG’s after having checked the same for completeness and correctness.

• Keep a diary to record daily work, occurrences, problems, special information, etc. plus a list of pending items.

• Maintain logbooks to record commissioning and operational events as specified in the work instructions.

• Timely call-up of COM ENG’s, specialists and further associated staff through the COMM.

• Manage, assess, supervise, support and promote the commissioning and other personnel assigned to him/her.

• Support and train other COM ENG’s assigned to him/her as well.

• Ensure correct behavior and good teamwork within the commissioning team in accordance with company policy and local requirements/regulations.

• Train the customer staff in operation and maintenance as instructed by the COMM.

• Check the time sheets of the personnel assigned to him/her and forward the same to the COMM.

Required Qualifications

• Bachelor’s Degree in Electrical & / or Electronics Engineering.

• Leading Electrical commissioning experience in Heavy Duty Combined Cycle Power Projects – at least 2 Projects.

Desired Characteristics

• Strong Team Leader with good communication skills.

• Possessing strong process knowledge of Combined Cycle Power Plant.

• Willingness to travel & work at all Project site locations across Middle east region – UAE, Iraq, Saudi Arabia, Bangladesh etc.
