About APCFSS:
The A.P. Centre for Financial Systems and Services (APCFSS), Vijayawada, a Section 8 Company of the Government of Andhra Pradesh set up in 2016, is a key technical arm of the Government and manages the Comprehensive Financial Management System (CFMS), a SAP-HANA based platform covering the financial transactions of all the departments and corporations of the Government of A.P. Besides managing the CFMS, APCFSS designs, develops, hosts, deploys and maintains mission critical e-Governance Applications (Web & Mobile), including large direct benefit transfer applications & procures IT infrastructure for and provides Advisory/Consulting Services to various departments and agencies of the Government of Andhra Pradesh (GoAP).
APCFSS is seeking to recruit a dynamic and result-oriented professional to serve as the Manager / Senior Manager (HRM).
About the Role:
APCFSS is seeking an experienced and highly motivated HR to join our team. As an HR Manager / Sr. Manager, the principal accountability for all aspect of our people functions. His/her contribution would be closely linked to the employee morale being high and implementing the organization development interventions in alignment with the business objectives aimed building people capability across APCFSS and internal HR administrative systems being fair and transparent, with the accountabilities defined unambiguously.
The Manager / Sr. Manager, HR shall carry out the following:

Experience: 8 to 15 Years
HRM Functions:
A) Talent Acquisitions and Onboarding:
• Collaborate with the hiring managers to identify staffing needs and develop effective recruitment strategies for various roles.
• Anchor the end-to-end process for recruitment for various positions of APCFSS – JD, vacancy notification, approaching appropriate avenues for attracting maximum talent, including educational institutes’ campus, applications screening, 1st level shortlisting, offer letter issuance, follow-up to ensure compliance with joining dates etc.
B) Induction:
• Design/streamline induction process for new employees
• On boarding new employees and ensure smooth completion of the induction process
C) Performance Management:
• Design and institutionalize a fair and transparent performance appraisal system and anchor the process to ensure timely completion of the appraisal.
• Assist in identifying areas for employee development and growth, fostering a culture of continuous learning.
D) Compensation and Benefits:
• Administer compensation and benefits programs, ensuring competitiveness within the market and alignment with organizational objectives.
• Provide guidance on salary adjustments, promotions, and benefits-related matters.
E) Organizational Development and Training:
• Implementing the best practices in HRM & OD vision and strengthening the network of partners catering to various aspects of HRM & OD roadmap.
• To design the clear job description of various positions and evaluate all jobs to implement the ideal organization structure considering the organizational plan and growth projects.
• To identify successors for critical positions complementing the future plans.
• Liaisoning and coordinating with various wings of APCFSS on end-end execution of the OD interventions.
• Periodically revisiting the processes / systems adopted for improvement and redesigning initiatives to be taken.
• Creating employer branding for APCFSS on social media platforms
• Prepare the Training Needs Analysis of various wings/teams of APCFSS.
• Prepare APCFSS’ annual training calendar and anchor its execution in coordination with various functional teams of the organization and the relevant external training partners.
• Devise mechanisms to monitor the outcomes of the training programmes, especially in the context of employees’ professional contributions and employee satisfaction.
• Support career development initiatives and succession planning within the APCFSS.
• Supporting in design and implementation of HR automation project (LMS system) required to eliminate manual intervention to the extent possible.
F) Employee Engagement and Well-being:
• Plan and execute initiatives to boost employee engagement, morale, and overall well being.
• Organize events, workshops, and activities that promote a positive work culture and team unity.
G) Policies:
• Anchor the preparation and implementation of various internal HR policies and those necessitated by statutory obligations.
• Devise systems for high employee morale and employee retention, including expeditious resolution of legitimate employee grievances through appropriate channels.
• Prepare Standard Operating Procedures for various sub functions within the HR domain and anchor the process of automating the same.
• Design and develop HRMS systems to monitor the compliance with approved policies of the organization.
H) Employee Relations:
• Build and maintain positive employee relations by addressing concerns, resolving conflicts, and fostering a collaborative work atmosphere.
• Acting as a business partner between management and employees to ensure smooth operations and providing HR support in communication meetings, grievance handling, engagement activities and other welfare initiatives, ensuring effective communication and a transparent feedback process.
I) Payroll:
• Anchor the end-to-end automation of the payroll & employee- benefit management process.
• Exercise necessary due-diligence to ensure an error- free execution of payroll system.
J) HR Data Management and Reporting:
• Maintain accurate and up-to-date employee records, HR databases, and reports.
• Generate HR analytics and insights to assist in decision-making processes.
K) Exit:
• Design and institutionalize employees exit process.
L) Ensure compliance with statutory obligations like IT, EPF etc.
M) Employee Contracts Management and Manage procurement activities, including vendor selection and contract negotiation.
N) Human Resources records management
O) Other tasks as assigned.
Eligibility Criteria:
The incumbent shall be a Postgraduate in Human Resources Management or Business Law or related disciplines/MBA from a reputed University/Institution, with post qualification relevant experience of 8 to 15 years, preferably in IT/Retail/FMCG and related sectors with following skills and traits.
• Strategic thinking, Strong interpersonal skills, and in-depth knowledge of HR practices
• Prior experience in HR process and system / OD functions is desirable (Methodology of Implementation)
• Exceptional analytical skills and high degree of proactiveness
• Pronounced action-orientation and knowledge on peer industry practices / Business understanding.
• Advanced writing/documentation skills/Interpersonal skills and Presentation skills.
• Comfortable with multi-tasking; complex, multi-stakeholder & fast-paced settings; long working hours; and challenging timelines
• Strong commitment to collaborative work
• Knowledge of GFR and other Government process of procurement will be an advantage.
