Job Title: Service Delivery Lead – Background Screening
Purpose of job:
The British Council is committed to safeguarding those who are in contact with our organisation and to exemplifying the highest standards of ethical behavior. We have completed a major project to review and upgrade our processes for carrying out screening checks on all those who come to work for the British Council. A new Pre-Appointment Screening (PAS) policy and delivery model has been approved by our Senior Leadership Team and implementation is nearing completion.
In this role, you will work with the PAS Project Leader and a range of other stakeholders to implement PAS and manage operational standards globally. As project deployment completes, the role will shift focus to operational support of PAS processes globally, owning escalation processes and ensuring organisation compliance with BPSS standards of both pre-screening and in-employment re-screening.
Role context
Delivery of Pre-Appointment Screening service operation across a diverse global organisation, resulting in mitigation of a key organisational risk and compliance with required BPSS screening standards
Managing the PAS team Lead and working through them to build the PAS team ensuring efficient delivery of screening process to the business within service level guidelines, recognising the business as the customer of the service
Build understanding and buy-in to both policy and practice through effective communication and training, establishing the role as a trusted partner by providing expert advice, alongside clear and effective guidelines.
Working collaboratively across the business matrix, maintain and improve standards and processes that enable the successful delivery of the screening service.
Build and develop effective working relationships with external PAS supplier
Main opportunities/challenges for this role
Accountabilities, responsibilities and main duties:
PAS Delivery
Through the PAS team manage the delivery of screening to agreed SLA and compliance standards
Work with Project Leader to agree phased cutover from implementation to normal operation (BAU)
Work proactively with Region teams to resolve issues, judging when further escalation to stakeholders is needed, support the regions in escalation process as necessary.
Act as escalation point when challenges arise, including new compliance requirements
Deliver relevant, timely MI to stakeholders, driving efficiency & compliance, informing of trends in screening and enabling informed decision making
Support the HR vendor manager with Contract management via Quarterly Business Review process (QBR)
Manage and deliver the operation of annual and tri-annual rescreening of employees to ensure policy compliance.
Advise and support inclusion of PAS requirements into British Council contracts, ensuring PAS standards embedded into procurement of off-payroll staff / contractors
Stakeholder Relationship Management
Build awareness of PAS across in the organisation, ensuring understanding of implications at business level and providing support/coaching to ensure efficient and smooth screening process.
Develop strong relationship with external supplier; transitioning account relationship accountability from Project Leader as project moves to BAU. Act as key account contact for British Council globally. Manage account management mechanisms including SLA’s and issue management.
Develop relationships with key stakeholders across Global People team and the organisation, especially Child Protection, Internal Audit, Risk, Procurement and Vendor Management, to ensure understanding of and compliance with PAS standards.
Contribute to the reporting of benefits delivered by deployment of the project
Work with HRSSC leadership and PAS team leader to deliver and continuously improve the delivery of employee screening services
Deliver Supporting Guidance
Maintain and effectively communicate clear and accessible guidelines and training to support policy.
Manage standards for visual checking of identity & documentation, escalation process & governance, and internal/external referencing.
Own PAS Governance, working proactively to maintain compliance with BPSS standards, and Internal audit requirements re record keeping.
Manage alignment/integration of PAS with related policies/processes including Safer Recruitment, Adults at Risk, Internal Audit, National Security Vetting, & Financial Sanctions
Maintain guidance to align roles with appropriate screening category. Embed screening category and new checks into role profile design and approval processes. Ensure alignment with design principles of “Transforming HR” programme and deployment of Success Factors software.
Qualifications
Graduate in any discipline.

Experience of managing a risk mitigation/ compliance process, suppliers or people
Successfully demonstrated ability to build effective relationships with a diverse range of stakeholders
Effective supplier relationship management
Demonstrated track record of handling significant accountability, including self-starting & initiative in relation to resolving challenges
