Duties And Responsibilities
The successful candidate will serve as a technical specialist to management concerning advanced and/or complex civil and related engineering matters. Participates, as requested, in the development of scope, goal setting, budget processes, multi-year and long and short range work plans, for diverse special projects as they relate to engineering concerns. The incumbent will manage the capital transportation projects including bridges, roadways, highways and other transportation assets. The incumbent provides supports in project management and technical review to the project team for timely execution of given project tasks, and compliance with local and federal regulations. The position must be able to manage multiple projects and perform various engineering tasks as given by the supervisor.
The incumbent serves as Civil Engineer responsible for project management duties which include review and determination of the best design and construction options in relation to traffic analysis, roadway geometry, structural engineering, utility work, stakeholder coordination, drainage and stormwater management and other engineering principles for assigned projects, with supervisor’s approval. The position will manage structural and civil engineering designs at various stages of development, which are prepared by contracted consultants. The position will be involved in construction of transportation projects to support the DDOT construction team to ensure the work is performed in full conformance with the contract plans, specifications, and general provisions. Typical tasks include review of preliminary scope of work, design submittals including engineering plans and technical reports, fields inspection reports, material testing reports, and provides the supervisor with recommendations for acceptance, rejection or changes.
Qualifications And Education
Bachelor’s degree in Engineering from an accredited college or university accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum required.
OR
A combination of education and experience – college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches in engineering.
Experience preparing contract drawings and specifications for bridge and roadway projects and familiarity with MicroStation preferred.
Licenses and Certifications
None.
A Engineer-In-Training (EIT) license is required and Professional Engineer (PE) license is preferred.
Must possess and maintain a valid driver’s license.
Working Conditions/Environment
Majority of the work is in an office setting if design tasks are assigned, or in the field / field office setting if construction management tasks are assigned. The incumbent must be able to move around construction sites, involving horizontal and vertical travel on unfinished surfaces, inclement weather conditions and noisy work areas.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
