The incumbent serves a senior Human Resources Specialist responsible for providing advice and assistance to managers, supervisors, and administrative officials on various human resource management (HRM) related matters; advise on or assist with the development of staffing methods, recruiting sources and methodologies, special recruitment programs/projects, compensation and classification, and staffing regulations; and review, audit, correct personnel actions, and provide needed guidance to lower-level staff.
Duties And Responsibilities
Provides recruitment and staffing services for a variety of professional, technical, and administrative positions. Consults with managers to determine and advise on staffing and recruitment needs and researches market trends to understand the complexity of staffing equitable compensation. Lead recruitment programs/projects and recommends needed changes to ensure maximum benefits for program participants. Reviews, analyses, and evaluates operating programs/projects to determine their quality and overall effectiveness. Determines qualification requirements based on guidelines, regulations, and industry standards for a variety of positions. In many cases, the incumbent handles specialized recruitment, and resolves problems arising from filling entry-level, highly specialized, hard-to-fill positions, and merit promotion actions involving high level or managerial jobs with specialized requirements. Writes consistent, coherent position vacancy announcements in collaboration with the manager, supervisor or other senior-level staff. Advises management in identifying and developing recruitment strategies to attract and maintain a high-quality and diverse workforce that can accomplish the department’s mission and goals. Compares position descriptions with vacancy announcement, and in qualifying candidates for positions applied. Reviews vacancy announcements for quality and accuracy to advertise jobs and qualifies applicants. In conjunction with the hiring manager, assures that position vacancies are posted with the appropriate professional associations, and websites. Creates, updates, and modifies agency position descriptions, in consultation with the agency’s managers and supervisors.
Develops and maintains procedures encompassing all functional responsibilities of the office. Ensures that all staff is aware of and complies with revised procedures, regulations, and policies; and coordinates the workflow of information to assure uniformity in the interpretation and application of changes. Makes recommendations on the impact of proposals on career patterns and grade alignment, proposed position structure, position descriptions, and similar issues. Participates in the development and maintenance of standard operating procedures, notices, and directives relating to human resources, and recommends changes to regulations, policies, and procedures under review. Identifies, develops and maintains ongoing recruitment sources including, but not limited to, community relationships, job fairs, college recruiting, and networking with community and professional based organizations. Analyzes events for future recommendations. Prepares reports and maintains a database of work accomplishments and administrative information, as required; and coordinates the preparation, presentation and communication of work-related information to the supervisor. Leads projects related to HR audits, reporting, findings/recommendations, corrective actions, and other HR-related special projects and initiatives.
Qualifications And Education
The incumbent must possess at least one (1) year of specialized experience equivalent to the next lowest grade level in the normal line of progression. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position such as but are not limited to; recruitment and staffing requirements, budget control, procurement requirements, and position management and classification. Thorough knowledge of and skill in applying a wide range of advanced staffing and placement concepts and practices, as well as seasoned consultative skills sufficient to solve a wide range of complex, and interrelated HRM problems and issues. Thorough knowledge of District, federal, and other applicable personnel laws, rules and regulations in order to complete work assignments related to competitive and non- competitive HR actions in an accurate manner.
A bachelor’s degree in a relevant discipline such as human resources or business administration is preferred.
An equivalent combination of six years of relevant education, training, and experience in recruitment and staffing, and project management is strongly preferred.
At least three years of experience with ATS databases such as PeopleSoft, eRecruit, Oracle Taleo, Bullhorn or Job Science is preferred.
Licenses and Certifications
Professional in HR (PHR or SHRM-CP) or Senior Professional in HR (SPHR or SHRM-SCP) certification is strongly preferred.
Working Conditions/Environment
The work is performed in the office and in a conference, meeting and training rooms, and as appropriate at the employee’s work site.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends, holidays, and in on-call situations. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
