The incumbent is responsible for working collaboratively to support a total rewards strategy that will engage DDOT’s workforce and drive employee performance. The incumbent will assist in developing and implementing total rewards policies, procedures, and programs that support DDOT’s mission and critical business initiatives.
Duties And Responsibilities
The incumbent provides the full range of technical, assistance, guidance, and advisory services to managerial, supervisory, and nonsupervisory staff in the management of human resource activities for the agency; and resolving human resource and administrative issues/problems which he/she must provide the stimulus of resourceful leadership. The incumbent is responsible for compensation, benefits, and rewards activities, including planning and implementing total rewards programs/projects. Advises on or assists with developing compensation methods and philosophy, reward methodologies, and special compensation, benefit, and rewards programs/projects. Recommends needed changes to ensure maximum benefits for program participants. Conducts ongoing analysis and evaluation of program policies, procedures, and workflow processes; recommends revisions to accommodate changing operational requirements; and provides statements of justification and implementation plans for proposed changes. Keeps abreast of various compensation, benefits, and rewards changes and trends by contracting and utilizing professional organizations, journals, newspapers, special interest groups, unions, and trade organizations.
Meets with managers, supervisors, and organizational groups to better understand their needs to develop appropriate total rewards strategies. Advises management in identifying and developing total rewards strategies for attracting, retaining, and engaging a high-performing and diverse workforce that can accomplish DDOT’s mission and goals. Partners across the agency to develop and deliver engaging messages that support total rewards programs and initiatives. The incumbent prepares statistical and analytical reports. Ensures appropriate compensation, benefits, and rewards programs and offerings consistent with labor market trends and district policy. Maintains and utilizes the District’s employee benefits program knowledge to effectively research, analyze, investigate, resolve, and audit employees’ general and specific inquiries, problems, or discrepancies. Assists employees with understanding their benefit options, associated costs, and other considerations by providing materials, information, and analyses warranted by the situation.
Qualifications And Education
The incumbent must possess at least one (1) year of specialized experience equivalent to the next lowest grade level in the normal line of progression. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
A bachelor’s degree in human resources, business administration, or a related field is preferred.
At least six years of increasingly responsible, directly related experience in human resources, compensation, or benefits is preferred.
Licenses and Certifications
None.
Professional in HR (PHR or SHRM-CP) or Senior Professional in HR (SPHR or SHRM-SCP) certification is strongly preferred.
Working Conditions/Environment
The work is performed in the office and in a conference, meeting and training rooms, and as appropriate at the employee’s work site.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends, holidays, and in on-call situations. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
