Duties And Responsibilities
The Management Analyst (Financial) serves as an Analyst to management to evaluate the efficiency and effectiveness of the administration’s financial and budget programs and operations. Works in tandem with the staff of various Divisions in the coordination of agency capital projects. Provides support to Program Managers and Project Managers within IPMA in preparing financial plans for projects during the project initiation and budget reporting and analysis of budget trends during the project implementation phase. The incumbent will be responsible for creating, maintaining, and updating financial plans for Infrastructure Project Management Administration (IPMA) projects. The incumbent will coordinate with staff from other DDOT Divisions including the Resource Allocation Division (RAD) and the Office of the Chief Financial Officer (OCFO). This position will support project teams to prepare budget forms for obligation of funds to projects, preparation of task orders and work with systems and processes for District and federally funded projects (for example SOAR, PROMPT, PASS and FMIS).
The incumbent will also be responsible for tracking project cost controls including earned value at project levels and summary status of the financial portfolio. This position will also support the financial aspects of grant applications including review of benefit cost analysis of grant applications from for example Rebuilding American Infrastructure with Sustainability and Equity [RAISE], Federal Lands Access Program [FLAP], Nationally Significant Multimodal Freight and Highway Projects program [INFRA], National Infrastructure Project Assistance program[MEGA], Federal Emergency Management Agency [FEMA] and United States Army Corps of Engineers [USACE]) and other United States Department of Transportation [USDOT], Federal Highway Administration [FHWA], Transportation Alternate Program [TAP] and Federal Transit Administration [FTA] grants.
Qualifications And Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Working Conditions/Environment
The work is primarily sedentary, although some slight physical effort may be required. The work may involve visits to work sites, and requires periods of standing, bending, stooping, and carrying of light items. Work is typically performed in an office setting (or Cubicle).

Incumbent must possess and maintain a valid motor vehicle operator’s permit.

Position Designation(s): The position has been deemed security-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background and traffic records, if applicable) as a condition of employment, and will be subject to periodic criminal background checks, and traffic records for the duration of your tenure.
Emergency Designation: This position has been designated as an emergency employee position under District Personnel Manual’s provisions, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
