The Special Assistant in this role plays a crucial role in providing comprehensive support to the Associate Director of Human Resources. Serving as a trusted advisor, they are instrumental in planning and executing critical HR programs, while also being the primary point of contact for HR communications. This position involves managing daily operations and priorities under the guidance of the Associate Director and overseeing significant tasks and projects that impact HR service delivery. The Special Assistant will collaborate closely with both internal and external stakeholders to advance HR management activities and contribute to agency-wide initiatives. This multifaceted role requires a dynamic professional with a background in office and project management, effective communication, and expertise in human resources. The ideal candidate will demonstrate exceptional organizational and multitasking abilities, enabling them to efficiently handle diverse responsibilities concurrently.
Duties And Responsibilities
The incumbent will be responsible for planning, developing, and coordinating special assignments and projects. They will play a pivotal role in addressing major management and operational challenges, offering recommendations for their resolution. The position involves overseeing and coordinating management projects, ensuring their timely execution while adhering to established policies and procedures. Additionally, the incumbent will contribute to the development and facilitation of improvement projects, defining objectives, tasks, and completion timelines, and monitoring their successful implementation.
The Special Assistant will serve as a trusted advisor to the Associate Director, actively participating in decision-making meetings crucial to accomplishing the division’s HR mission. They will conduct investigations and research on complex HR issues, offering recommendations for resolution. Additionally, the role involves handling sensitive management challenges while supporting the Associate Director’s assessments. The incumbent will be responsible for generating analytical reports, responding to stakeholder inquiries, and participating in internal and external meetings. This multifaceted position requires independent data collection, interpretation, and analysis for management studies, facilitating comprehensive reviews of HR strategies. The Special Assistant may also accompany the Associate Director to internal and external meetings and conferences, contributing to the Division’s overall success.

Qualifications And Education
This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is an experience which is directly related to the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position such as but are not limited to; problem-solving, negotiation strategies, and project management for effective research and analysis. They should excel in management principles, analytical techniques, and sound judgment application. A strong grasp of qualitative and quantitative methods for complex process improvement is necessary. Proficiency in customer service theory, business process redesign, and project management evaluation is expected. Additionally, the candidate should have experience in planning, organizing, and leading team projects, along with successful negotiation skills. They must handle multiple projects, communicate effectively, adapt materials for diverse audiences, and produce clear, concise documents. Building strong relationships, proficiency in Microsoft Office, and adaptability to new technologies are essential.
A bachelor’s or master’s degree in a related field with at least five years of directly related experience is preferred.
Licenses and Certifications
Human Resources, Project Management, and/or other related certifications are preferred.

Work is primarily conducted in an office setting.

Position Designation: This position is classified as an essential/emergency position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Incumbent may be required to work weekends, evenings, and in on-call situations.
This position may be subject to criminal background checks and/or driving record checks, as well as random drug and alcohol testing pursuant to DC Act 15-620.
