Efforts will focus on engaging with national governments, as well as their delegations to IGOs and regional IGOs, as well as the staff of the IGOs. This will include but is not limited to telecommunications and regulatory officials. The role will also cover multilateral meetings in the APAC region (such as the Asia Pacific Telecommunity). The role will lead in the monitoring of regulation and government initiatives in the region, analysing and reporting any with the potential to impact the ICANN organisation and its community. The role will also contribute to Government Engagement Publications , which support ICANN’s role as a trusted source of neutral technical information. The role will also be involved in working with the APAC government representatives to the ICANN Governmental Advisory Committee (GAC), engaging and building capacity on key issues discussed at ICANN to support their participation in ICANN policy development.
A member of the Government Engagement (GE) team, the role will partner relevant teams in ICANN as liaison on government matters. In particular, the role will partner with and coordinate closely with the Global Stakeholder Engagement (GSE) team on the implementation of the above responsibilities, working with the VP of Stakeholder Engagement – APAC.
This role requires strong diplomatic, analytic, writing and engagement related skills needed to fulfill multiple responsibilities.
Key Responsibilities & Duties:
Internet Governance and Government Engagement strategies – contribute to the global GE Team’s development and updates to these strategies.
Develop implementation plans for government engagement in the region partnering with the VP of Stakeholder Engagement – APAC, as part of the APAC Regional Plan .
Organize regular government briefing events with all national government ministries and regional governmental bodies in the region on issues that touch on ICANN’s mission
Lead and/or advise in the engagement with the APAC region’s governments on specific requests or issues
Support the GE team’s work in other locations when engagement involves representatives from the governments from the assigned region participating in IGO events.
Upon the request of the other GE VPs, help with tasks and implementation of work plans under the supervision of the head of the department.
Prepare for high level engagement for the ICANN leadership team and board members during travel to the region and with the relevant ministers, regulators, ambassadors to regional and global IGOs.
Government Engagement Publications – Draft analyses and informative papers on governmental activity relevant to ICANN’s mission
Regulatory and government initiatives’ monitoring – Monitor and analyze legislative, regulatory and governmental policy initiatives in the region for potential impact on ICANN org’s core mission, operations of contracted parties (registry operators and registrars), and the wider community/Internet’s technical functions, in partnership with the ICANN Legal team.
To report and advise on these impacts, partnering with the GSE team, OCTO and Legal to engage with relevant stakeholders, including in the submission of public comments
Coordinate with other Internet ecosystem organizations as appropriate
GE Liaison – Provide subject matter expertise to the wider ICANN organisation on issues and processes affecting ICANN’s mission and mandate in relation to government action and community responses
Support work of GE function with other ICANN departments on requests related to governments positions, understanding of GAC positions and advice and GAC work in general

Required Knowledge, Skills, and Abilities (KSAs): (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions)
Strong diplomatic skills and previous experience in working with governments in the areas of Internet Governance and Internet policy is strongly preferred
Ability to proactively identify, define and solve problems that impact the management and direction of the business is valued
Ability to listen, assess and synthesize multiple data points, opinions in dealing with the permanent missions about Internet Governance and ICANN issues is required
Fluency, both written and spoken, in English is required
Ability to read, write and converse in a local language, at a level sufficient to conduct job-related business transactions is strongly preferred.
Knowledge of the Internet, Domain Name System and common related issues required
Knowledge of political situations and influences in the APAC region, particularly with South Asian political institutions are valued
Knowledge of the global IGO community and ability to engage with officials and especially with regional governmental bodies, with an awareness of protocol strongly preferred
Proven ability to communicate complex and often controversial information, concepts, policies and positions, both verbally and in writing, to internal and external audiences, especially to diplomats is required
Ability to participate intensively in events related to Internet Governance with strong knowledge and clearly represent the role of ICANN in workshops and events is required
Ability to work in a global environment with strong awareness and facility in engaging with all cultures
Ability to work in a globally distributed organization
Ability to work with highly diverse workforce
Ability to work efficiently as part of a team is required
Able to work independently (self-motivated)
Education and Experience Requirements:
Master’s Degree preferred, Study in International Relations, Public Policy, Law, International Business or appropriate related technical fields desired
Minimum twelve (12) years of experience working in an international legal, governmental and/or multi-stakeholder environment with demonstrated experience in the international arena
Prior experience at senior level in government, regional South Asia IGOs or relevant NGOs preferred
Language
Fluency, both written and spoken, in English is required
Fluent written and spoken language skills in any of the other official United Nations languages, and local languages in the region is strongly preferred
Working Conditions & Physical Requirements:
Ability to travel without restrictions globally, frequently with limited notice is required
Work may be performed from home, or in a normal office environment with limited privacy and some exposure to background noise
