Location: Mumbai

Project Overview: Project Management Unit for Technical Support and Implementation of Comprehensive Disaster Planning, Mitigation, Management and Response for Disaster Management, Relief and Rehabilitation Department, Government of Maharashtra

Role Overview:

• As part of the PMU team, work closely with the Team Leader and other team members in overall coordination and day to day execution of the project
• Provide technical Support and coordinate with District Disaster Management teams deployed at the district level
• Visit the districts on a regular basis and provide guidance and oversight to the district teams
• Provide support to all personnel associated with the PMU, key stakeholders, teams on all tasks related to initiatives under projects.
• Support the PMU and district teams in data collection, reporting and implementation of various initiatives under the project
• Guide, oversee and monitor database compilations, analysis and documentation including best practices, photographs, videos regarding disaster mitigation and preparedness related initiatives being implemented at State and district level.
• Enhance the pace and quality of implementation of the program activities • Facilitate meetings and coordination with the concerned line departments and stakeholders in coordination with district disaster management team
• Lead the implementation and roll out of all DM related activities including planning and managing community mobilization activities, awareness building activities in consultation with PMU at district level.
• Any other activity of the PMU as required.

Responsibilities:

• Support TL for collection database related to state and district disaster profile.
• Support PMU and responsible for leading a 12-member District Disaster Support Team for the implementation of project interventions.
• Monitor and coordinate with district disaster teams on a regular basis.
• Support the process of hazard and vulnerability assessment of state and districts.
• Prepare a synthesis report of results from hazard and vulnerability assessment on key notified disasters such as drought, heavy rain, heatwave, cyclone, earthquake, epidemics etc. focusing on project areas including recommendations.
• Undertake community-based appraisal of vulnerability and adaptive capacity including socio-economic analysis of differential vulnerability with respective disaster profile for State and districts.
• Support in preparation of State and district disaster management plan with emphasis on disaster preparedness, mitigation, response plan at project target area and action plan with DDMA.
• Facilitate and coordinate with State and district level stakeholders involved with disaster preparedness, management, mitigation and response plans.
• Support in development of knowledge products and training materials which can be used to train project teams, government partners and stakeholders/beneficiaries with focus on women, youth, and marginalized groups.
• Undertaking exposure and knowledge exchange visits for community leaders to promote cross-sectoral learning for disaster preparedness, mitigation, response.
• Support development of community-based action plans for disaster risk reduction focusing on Disaster prone areas.
• Collect data, analyze and prepare reports and submit to department in consultation with PMU.
• Provide technical input and feedback to improve the quality of projects implemented on ground.
• Conduct multi-stakeholder consultations to identify and confirm adaption options including their costs, benefits, and risks.
• Provide relevant technical inputs for various initiatives of the PMU.
• Provide inputs for developing strategy including prioritized adaptation options, implementation arrangements, implementation risks, training and capacity building plan, budget, and input into the project design and monitoring framework. Preparation of project progress reports.
• Conduct periodic field visits across various project sites and district places in Maharashtra to monitor and strengthen the role of the PMU in district disaster management.
• Perform other relevant tasks as required.

Qualifications and Experience Required:

• Postgraduate/Master’s degree in disaster management/social studies/Planning or relevant field with a minimum 8 years of experience
• Experience in Program Management specially in consulting industry with Government clients is mandatory.
• Team management experience in managing large PMUs in senior role is mandatory.
• Experience in coordinating/supporting/assisting with Govt departments towards implementing project activities/workplan in disaster management
• Experience in working at District level in Disaster Management domain is preferred
• Experience in Maharashtra Preferable
• Past experience of managing large teams at district level would be helpful
• Ability to prepare written reports in a clear, concise, and meaningful manner.
• Ability to work with minimum supervision.
• Good written and spoken communication skills in English and Marathi is mandatory. Equity,
