Within the A&E Centre, an Operations Analyst is required to possess two important skill sets. The first of these is captured in the first term of the job title, “Operations”, and relates to expertise in the military professional domain. AMSE Centre currently focuses on military analysis, but may be expanded to include other domains in the future. Each analysis team member will generally have core skills relating to an A&E Centre relevant domain. At present, these currently include military air, maritime, land and less domain specifically, communications.
The second core skill set relates to the second term in the job title, “Analyst”. This term pertains to the analytical and Operations Research and Management Science (ORMS) skills A&E Centre requires of its analysts. In addition to an operations domain area such as military – air for example; each analyst also develops analysis domain specialties. In total, analysts become responsible for the provision of all skills pertaining to their collective expertise across Operations and Analysis domains. For example, an analyst may have the following domain expertise combination; military operations in the joint and air domain; and analysis expertise in military simulation-based analysis, cost and financial analysis techniques and quantitative risk assessment methods. All analysts may be expected to become the project lead for A&E Centre projects best matching their demonstrated core skills areas.
First and foremost an Operations Analyst is responsible for carrying out A&E Centre Analysis team’s role of providing advanced concepts analysis and decision support. Currently A&E Centre is focused on the areas of:
Simulation-based military operations and advanced concepts analysis focusing on military technology and systems studies in a network enabled, System of Systems (SoS) context, and
General decision support through employing ORMS techniques such as M&S to provide qualitative and quantitative insights to enable superior business and other types of decision-making.
In addition, the Operations Analyst is expected to undertake a number of generic support roles within A&E Centre including:
Conducting A&E and task specific briefs to Boeing staff (primarily Boeing Business Development) and other external customers.
Attending external events such as conferences and trade shows to represent A&E Centre in areas of domain expertise
Domain Related Operational Assessment
All analysts are accountable to the Operations Analysis Leader for the successful provision of domain specific operational assessments to support a range of internal and external customers. Operational assessment is the core role of all analysts in A&E Centre team independent of the analyst’s domain. This role requires the Operations Analyst to employ their particular skill set to the assigned problem within A&E Centre analysis process framework. The basic A&E Centre analysis process requires analysts to undertake:
Problem identification, definition and requirements elicitation;
Collect and validate the associated data;
Represent / model the problem and validate the performance of the model;
Generate and analysing the results;
Communicate the findings; and
Where appropriate assisting in solution implementation.
Execution of this core role spans the conduct of basic qualitative type reporting and assessment, to the use of the more advanced A&E Centre tools available to solve difficult quantitative and conceptually challenging problems. Larger, more complex problems often involve multiple members of the team working together, with each team member contributing their skills where and when required to produce a sound team outcome. As such, analysts are expected to be the domain experts in their recognized professional areas and thus contribute the domain component to each analysis.
Basic Qualifications (Required Skills/Experience):
Supports the Operations Analysis Lead and reports to the Facility Director
Works closely with other A&E Centre Analysis Team members during analysis tasks
Works closely with A&E Centre Technical Team to provide requirements guidance during solution development and implementation
Works closely with customers as required to determine detailed requirements during a project
Liaises with Boeing US, UK, Saudi, South Korean and Australian counterparts as required in areas relating to domain expertise
Liaises with Boeing India domain experts
Tertiary or other qualifications that permit sound and relevant analysis in the analyst’s domain area.
Possession of or willingness to obtain a formal certification in the ORMS field.
For military domain experts:
At least ten years full-time service in the Defence Forces, including operational experience or current and ongoing relevant service in the Reserve forces.
Relevant Defence Force training and experience that permits:
Detailed understanding of their military domain area in the Indian area of interest, including Indian Defence Forces capabilities;
Comprehensive understanding of the wider Defence Forces order of battle, equipment and platform capabilities, tactics and doctrine in their domain area;
Detailed understanding of regional countries military tactics, doctrine and order’s of battle;
Detailed understanding of Defence decision support processes, mission planning, intelligence support and the staff planning system as it relates to their domain area.
A self-starter who consistently demonstrates natural motivation to undertake further learning and self-directed improvement to grow their analytical and problem solving skills in an intellectually challenging, project driven and often unstructured Research and Development (R&D) environment.
The ability to analyse, problem solve and develop objective, efficient and innovative solutions to customer requirements.
Above average written and oral communications skills.
Confident ability to take a leadership role and work well in a small, highly motivated and competitive team environment.
Ability to obtain and maintain a Defence security clearance.
Must be committed to continuous improvement of A&E Centre capabilities by challenging existing operational concepts and processes.
Desirable Criteria
Experience in, or knowledge of, quantitative analysis, problem solving and decision support disciplines including;
Modelling and simulation as an operations research problem solving technique in their domain area.
Application of quantitative analysis techniques and software e.g. Excel™
War gaming and concept exploration and its supporting simulation technologies.
Possess, or be completing studies in operations research or a similar analytical discipline.
Experience in military communications systems, architectures, networks and network centric operations.
User Level Unix and Windows experience
Typical Education / Experience
15+ years in the Indian Armed Forces
Preferably Retired Officers from the Indian Armed Forces with the following qualifications
Military Navy: Executive / Navigation /Air
Preferably having held a staff appointment at HQ
Export Control Requirements: Not an export control position
