Duties
Basic Function of the Position: The incumbent will serve as Financial Management Analyst in the Financial Management Center (FMC) office. S/he provides comprehensive financial management services including preparation of mission financial plans, financial planning, budget execution, financial analysis, allotment accounting, payments, and payroll services for 51 ICASS (International Cooperative Administrative Support Services) agencies within the Mission including State Department as well as operational support to the four consulates with a total staff 1800 Locally employed staff (LES) and 450 American officers. S/he ensures adherence to strict financial management guidelines for operation expense and program management budgets, and for reducing vulnerabilities by providing direction for comprehensive review of Mission financial management operations. S/he works to improve accountability and transparency by ensuring that resources are used in an effective, consistent, and transparent manner and that financial information is available and used in Mission decision-making. Financial Management Specialists group provides financial planning, budgeting, accounting services and financial analysis support to Mission India. The incumbent will manage POTUS and SecState, VVIP and High-Level delegation visits, maintain records. Reports actual expenses and request funds re-allotment from the Bureau, Washington. Reviews representation claims ensures that the claims are in accordance with guidelines, standard regulation, administrative instructions and make sure that they do not exceed the allocated funds. S/he co-ordinates with financial office, Bangkok to resolve accounting problems, discrepancies in the serviced accounts and regular accounts, payroll, and other financial transactions. Serves as back up to other Financial Management Analyst position. S/he will perform other duties as assigned by the supervisor.
Qualifications and Evaluations
Requirements:
EXPERIENCE: The position requires six years of experience in accounting, finance, vouchering, cashiering, or budgeting.

Education Requirements:
The position requires completion of Bachelor’s degree or higher in one of the following fields – Accounting, Finance, Economics, or Business Administration.

LANGUAGE:
Level 4 (Fluent) in English (Speaking, Reading, and Writing) is required. This may be tested.
AND
Level 3 (Good working knowledge) in Hindi (Speaking, Reading, and Writing) is required.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Embassy in New Delhi, India may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time the conditional offer letter is issued by the HR Office.

COVID-19 Requirements for Eligible Family Members
