Job Title : Safety Assurance Manager

PURPOSE OF THE JOB

• Manage, perform and ensure the activities related to safety assurance in the Project.

• Project Core team (PM, PrEM, Architect,V&V, Installation, T&C…)
• Engineering Metiers (Hw, Sw, System, V&V, …)
• Quality & Internal Safety Assessors
• Signaling Safety network

Other reporting to:

• Functional reporting to PSAM’s leader

Key accountabilities:

• Coordinate all the Safety Assurance activities on the project as per Safety process defined in Signalling Safety Instruction
• Perform Safety analysis, manage Hazard Log, review RAM, Cyber, V&V, T&C activities from a Safety perspective
• Define safety plan and manage safety workload and associated planning
• Support tenders and/or RC teams to integrate product/system in projects
• Build the Safety Reports and/or the Safety Cases          
• Apply the safety assurance methodologies (risk acceptance criteria, safety analysis, verification and validation) defined for the project.
• Organize and attend periodic Safety Reviews          
• Defend Safety Case argumentations in front of internal (QS, Safety Assessor) and external (ISA) assessors; define and follow-up action plans to close the findings of the assessors  
• Manage (if any) the Safety Assurance Engineers involved on the project(Internal or external resources)
• If identified as Safety Leader for a Safety Issue, manage 8D steps as per process

Performance measurements:

• KPI SAF 001 – No “NO GO” for Safety reasons in Gate Reviews     
• KPI SAF 002 – Assessment Findings: Low rework due to External / Internal Assessments
• KPI SAF 003 – Safety Findings: Quality of the inputs
• KPI SAF 004 – Late Safety Requirements Identification   
• Safety reviews OK
• Respect QD of the deliverables as per PSAM guidance
• Compliance to process (through Inspections, …)

Educational Requirements

Mandatory:

• Advanced University or Engineering degree
• English operational in reading and writing for technical documentation

Desirable:

• System, Electrical, Electronics, Electromechanical engineering knowledge
• Hardware knowledge

Experience

Mandatory:

• Can be a beginner in safety but depending of the domain specific experience is required on System, data preparation, Hardware domain

Desirable:

• Good knowledge of Cenelec Standards for Safety (or equivalent standards if needed: AREMA, IEEE, etc )
• For complex projects; 5 years successful experience in safety assurance
