POSITION SUMMARY:

Located at the Bechtel India Gurgaon office, maintains strategic relationship with key Suppliers of Integrated Control and Safety System (ICSS), performs pre-qualification of new Suppliers, supports formation of acquisition strategy for Integrated Control and Safety System (ICSS) for projects, stays abreast with Market challenges/opportunities and shares latest updates with project team and senior management on required basis. Gets engaged in the resolution of technical and commercial bid queries with Bidders, formation and administration of purchase orders when required. Communicates with Suppliers and Bechtel project personnel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions. Develops and maintains in-depth technical & global supply knowledge of assigned commodities and uses this knowledge to leverage opportunities & mitigate risks for Bechtel Projects.

§ May provide supervision, training and guidance to other purchasing/expediting personnel as required.

C. Contacts

§ Maintains working relationships with project Supply Chain personnel and project discipline personnel in order to perform assigned duties.

§ Maintains working relationships with Bidders and Suppliers involved with the performance of assigned tasks.

RESPONSIBILITIES:

§ Supports projects in developing sourcing strategy for Integrated Control and Safety System (ICSS) to deliver best value to our Customers while giving due consideration to Project’s Approved Manufacturers List, project financing considerations and compliance to tariff and quota risk. Contributes to the establishment of project-level goals.

§ Performs in-depth technical review of supplier proposals as and when required.

§ Supports Integrated Control and Safety System (ICSS) Supplier’s effort of integration of process control functions in a common automation infrastructure comprising of Basic Plant Control System (BPCS), Safety Instrumented System (SIS) and Fire and Gas System (FGS).

§ Continually evaluates new technologies/techniques that improve schedule and reduce cost

§ Identifies and qualifies new and reputed Suppliers as per business needs and maintains pre-qualification documents submitted by Suppliers

§ Keeps track of developments, opportunities & challenges in acquisition of Integrated Control and Safety System (ICSS) and keeps project management team and senior management abreast of the same.

§ Maintains commodity heat map, tariffs and quotas across major economies

§ Supports key/critical Supplier relationships with Supplier’s senior project personnel executing orders to ensure performance of the work.

§ Responsible for assigned orders from development through closure, to include engagement with Engineering on purchase requisition development, the acquisition and delivery of purchases, and order closeout; to include supporting management of back-charges and claims.

§ Responsible to communicate with Suppliers on the guaranteed support of all the systems hardware, firmware with spare parts and service support for a period as specified in Project Technical Specifications

§ Communicates with Suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions.

§ Compiles data needed to prepare the critical items reports or other supplementary reports as required.

§ Oversees Supplier performance and ensures Supplier evaluation reports are used for efficient execution of ongoing/ future projects

§ Visits supplier or sub-supplier facilities as and when required to do so.

§ Resolves emerging technical issues as and when they arise during execution.

QUALIFICATIONS AND SKILLS:

BASIC QUALIFICATIONS:

Grade-25

A Bachelor’s degree in Engineering from a reputed University. Degree in Instrumentation and Controls Engineering with post-graduate specialization in Supply Chain Management preferred. 12+ years of industry experience including min.5 years in purchasing and expediting of Integrated Control and Safety System (ICSS) in a reputed company with min.3 years as Category lead for Integrated Control and Safety System (ICSS).

Grade-26

A Bachelor’s degree in Engineering from a reputed University. Degree in Instrumentation and Controls Engineering with post-graduate specialization in Supply Chain Management preferred. 15+ years of industry experience including 8-10 years in purchasing and expediting of Integrated Control and Safety System (ICSS) in a reputed company with min. 5 years as Category lead for Integrated Control and Safety System (ICSS).

ADDITIONAL QUALIFICATIONS:

§ Ability to source and expedite Integrated Control and Safety System (ICSS) for mega projects in Energy (Oil, Gas and Chemicals), Infrastructure, or mining industry.

§ Excellent techno-commercial knowledge of Integrated Control and Safety System (ICSS) and its architecture including Basic Plant Control System (BPCS), Safety Instrumented System (SIS) and Fire and Gas System (FGS), associated Process Control Network (PCN), hardware and software, interface with third party systems, data exchange, access control, Intrusion Protection System (IPS), Malware Prevention and Detection, Firewalls, Cyber Security, manufacturing capabilities and capacities of domestic & global suppliers. Good understanding of Process requirements, product specification, testing requirements, familiarity with international codes & standards like IEC, ISA, NEMA, NFPA etc. manufacturing steps and methods. Well conversant with recent advancements and emerging technologies in the industry and supply chain challenges/opportunities.

§ Proficiency and experience in the formation, administration and expediting of purchase orders. Hands-on experience in the formation and execution of short/long term rate contracts with knowledge of field installation and testing process and Execution requirements. (FAT/IFAT/SAT etc.)

§ Proficiency in all phases of procurement including knowledge of and skill in communicating effectively with Suppliers, Supplier prequalification, preparation of Bidders’ lists, compilation of bid requests, negotiation of contracted terms and conditions, and award of commitments.

§ Proficiency in the administration of commitments, monitoring Supplier’s performance, back-charge procedures and the resolution of claims and disputes.

§ Skilled in working with and communicating effectively both orally and in writing with other project functional groups.

§ Capable of interpreting schedules to ensure they are realistic, that required activities occur on time, and that interface between activities is maintained.

§ Capable of providing early warning of Supplier deficiencies or schedule slippage.

§ Encourage Supplier to propose suggestions or alternate designs which may result in cost savings, both capital and life cycle.

§ Dealing with Suppliers on the guaranteed support of all the system hardware, firmware with spare parts and service support for a period as specified in Project Technical Specifications

§ In-depth knowledge on the entire supply chain including subtier suppliers, input material sources, the entire supply chain including subtier suppliers, input material sources, the general global supply landscape, manufacturing & fabrication methods, related challenges, Innovative technologies/techniques & alternate material & component knowledge related to the main commodity

§ Ability to present to a variety of internal and external audiences in remote locations, Ability to present technical papers at industry conferences.
