Job Title: Sr Manager & Head – Facilities and Administration (SSC)
Purpose of job:
Primary responsibility for this job holder is the effective management of the facility to standards which reflect very best external practice. Build and manage future ready SSC Delivery center, space and seating infrastructure, Global Estate and Facilities Management functions to deliver efficient, secure, resilient and cost optimized workplace environment in line with global policies and standard.
The job holder will be responsible for creating a physical environment that reflects the British Council’s values where employees enjoy working in and feel proud to be part of.
The job holder will also be responsible for management of vendors towards facilities, transport, travel, and office supplies. Additionally, it requires administrating an efficient and effective facility management program by establishing work policies and requirements, coordinating, planning, prioritizing and successfully completing short and long term projects, legal regulatory and statuary compliance..

Estates and Facilities management :

Ensure that our staff and visitors have a safe, secure and productive working environment
Maximise the sustainability opportunities for both the British Council and Global Estate
Admin and facilities main role is to ensure smooth functioning of office operations, effective control on areas which are outsourced to the third party suppliers at the same time implementation of effective cost control measures
Main opportunities/challenges for this role
Accountabilities, responsibilities and main duties:
Act as the Unit Leader and represent the direction and policies of the Estates Director as required. Work closely with British Council India counter parts.
Accountable for the management of the provision of reactive and planned maintenance to ensure health and safety, business resilience and fit for purpose workplace (including WFH) to meet individual delivery groups/ business customer requirements
Lead and develop a team of senior FM professionals to deliver both hard and soft facilities management service through an outsourced FM supply chain
Proactively support the delivery of BC & SSC FM initiatives, providing the necessary input and resource from the team as required
When possible, actively participate in industry networks to share best practice. Ensure team are fully compliant with mandatory learning and competencies, and skills and behaviours are met to discharge their role
Oversight of supplier management of FM contracts / project
Accountability for local and internal global British Council compliance of GE/FM service at BCMS site
Manage Quality and supervision of outsourced Global Estate and Facilities Services. Effective supervision of our Facilities Management firm.
Overall accoutnable for Effective deployment and management of GE/FM/site security, transport etc vendors & contracts to manage day to day running of office facilities through optimization of cost and service levels in selection and evaluation of vendors.
Management of Transport vendor through Facilities Management firm to ensure timeliness and quality of transport provided to employees. Planning of resources is with clear and transparent analysis of shared costs in line with drivers, efficiency saving and reviewed annually
Develop and monitor Quality of Service level indicators to improve all services provided by the Administration Team.
Point of escalation for staff issues. Responsible for regular staff communication regarding compliance / new initiative / steps taken for improvement.
Lead the relations with outsourced service to ensure excellence in delivery.
Optimization of vendor costs.
Transparency in management of vendors with clearly defined processes of selection and evaluation involving controls established with country finance team.
Optimise premises operating cost and deliver flat budget.
Run premises efficiency project which include improvement in physical infrastructure, new projects, enhancements in office space by adding more workstations, meeting rooms etc.
Comply to British Council Environment framework tool.
For the function of GE/FM/Admin, responsible for compliance and documentation for policies, processes for Internal British Council compliance and responsible for formulating/ implementing administrative policies for effective management and monitoring the efficiency areas in compliances to BS Standards like ISO – 27001, 22301,18001,14001, 45001 etc, Six Sigma, Asset Inventory, fire/H&S safety etc.
Qualifications
Graduate/Post Graduate in any discipline.
Experience of managing Outsourced Facilities Management contracts and liaising with relevant government agencies
Role specific knowledge and experience
Project and Contract Management including context, marketing and stakeholders, development and delivery, tendering and procurement, managing risks, negotiation, monitoring, evaluation and reporting, auditing, business and system procesess
Financial management including risk management, planning and forecasting, monitoring and reporting
Marketing and Customer services particularly understanding and responding to customer needs
Knowledge of international Health, Safety and Security Standards
