Job Overview:
The Human Resources Manager provides guidance to management and employees regarding employee relations issues, administration of Kwajalein Range Services (KRS) and corporate policies and procedures, internal communications, compensation management, and strategic human resource planning. The position will support approximately 100 employees, both US Nationals and People for the Republic of Marshall Islands (RMI).
Responsibilities:Essential Duties & Job Functions:
Works closely with Wolf Creek and corporate HR Teams in managing, planning, and coordinating HR programs and activities throughout the project.
Maintains a high degree of confidentiality in handling company and employee information.
Develops and disseminates information to employees, Corporate offices, and the customer including policies, procedures, initiatives, notifications, reports etc.
Provides proactive HR support and counsel to management team while following established policies and procedures.
Counsels employees and management team on a variety of sensitive employee relations problems and issues under pressure and high visibility.
Supports US-based and on-island staffing and recruiting activities and programs.
Maintains compliance with applicable US and RMI laws, and Government and military regulations.
Ensures that personnel and employee files, documents, and records are properly and legally maintained.
Assists in administering of benefit plans, including health and welfare and retirement plans.
Assists in compiling accurate reports and provides counsel in developing and recommending training and development programs.
Supports Worker’s Compensation claims process including reporting and communication with the claims administrator, medical team, employee, management, and Corporate.
Assists in supporting and maintaining responsible international relations between RMI employees, the USAKA Host Nation Office, and RMI Government representatives.
Performs other related duties as assigned.

Demonstrating skill in the use of MS Word and Excel at the intermediate or higher level.
Effectively coordinating several projects simultaneously.
Demonstrating the ability to work well under pressure.
Knowledge of Chugach policies and procedures as set out in Chugach Alaska Corporation Employee Handbook.
Job Requirements:Mandatory:
Bachelor’s Degree in Human Resources, Business, or a related field.
Minimum 5 years’ experience as a HR professional or HR Manager with a full range of competencies in overall HR management with a strong emphasis in Employee Relations resolutions.
Ability to use Microsoft Office programs (Word, Excel, PowerPoint) at an intermediate level.
Ability to successfully pass any background checks and/or drug testing required on the contract.
U.S. Citizenship.
Preferred:
Direct experience with International HR issues, regulations, and deployment processing.
Experience with Republish of Marshall Island Personnel Programs.
10 years of professional HR management experience.
Previous experience working at remote/overseas locations.
Working Conditions:
Work is generally performed in an office setting, but will also include visiting employee worksites.
Occasionally requires travel to locations within the Atoll or CONUS as needed.
The incumbent may occasionally need to lift, handle, or move objects without assistance weighing up to 25 pounds.
Work hours will vary depending on workload, deadlines, and meetings, with weekend and/or holiday work, or extended hours as needed.
Physical Requirements:
Work requires moving objects up to 25 pounds, standing, walking, bending, climbing stairs, and stretching with a good range of motion.
