Duties And Responsibilities
The incumbent is responsible for planning, development, and management of the District of Columbia’s Statewide Transportation Improvement Program (STIP). This federal required document. The STIP is a staged, multi-year, statewide intermodal program of transportation projects, consistent with the statewide transportation plan (moveDC) and planning processes.
The development and implementation of the STIP requires coordination with the Metropolitan Washington Council of Governments Transportation Planning Board for consistency with metropolitan plans, transportation improvement programs (TIPs), and planning processes. The STIP must be developed in cooperation with public transit providers, and any Regional Transportation Planning Organizations (RTPO) in the state and must be compatible with the TIPs for the state’s metropolitan areas.
The incumbent also assists in DDOT’s yearly budget formulation process. This work includes analyzing budget submissions and developing the 6-year investment plan for Federal Highway Administration Formula Funding to ensure that the District meets federal planning and performance requirements. Approved budgets are then kept up-to-date for public understanding in both the TIP and STIP documents via coordination and communication with the Transportation Planning Board (TPB) and our federal partners, FHWA and Federal Transit Administration (FTA).
This position is also responsible for coordinating the Department’s response to the annual Compliance Assessment Program (CAP). The purpose of the CAP is to help provide reasonable assurance that Federal-aid highway projects comply with key Federal requirements. The CAP assesses a statistically valid sample of projects to inform the FHWA, with an acceptable level of certainty, of the degree of compliance. The CAP is one element of project stewardship and oversight, an implementation of FHWA’s data-driven and risk-based stewardship and oversight. The program spans a three-year cycle that includes levels for both a national and a Division assessment.

Qualifications And Education
Undergraduate and Graduate Education: Major study — accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Licenses and Certifications
Must possess and maintain a valid driver’s license.
Work Environment
Work is primarily conducted in an office setting and may also involve visits to work sites.

Tour of Duty: Varies-Incumbent may be required to work weekends, evenings, and in on-call situations.

Collective Bargaining Unit: This position is not in a collective bargaining unit.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
