Job Profile FC Investigations function has been formed to create an industry leading capability within the bank to investigate cases pertaining to all types of Financial Crime Risk. The investigators will investigate the cases that are classified as ‘Major Cases’. The investigators will work mostly the cases related to fraud, both external and internal fraud. The investigators will also handle cases related to other financial crime risks such as AML, AB & C, Terror Finance subject to allocation. Fraud Risk impacts the bank both reputationally and financially and hence the investigators will also work on filing police complaints and follow up on court matters on account of such cases. The role holders will be based out of multiple locations across country and will be sole point of contact for FC Investigations locally. Role holders will carry out activities that will include most of the following:

• To manage fraud investigation function in the areas of secured and unsecured lending, primarily related to the WPB business, within the framework of policies issued by the Group & INM and under the overall guidance provided by SVP FC Investigations.
• This will include compliance with appropriate Investigation guidelines/procedures relevant to secured/unsecured lending, liaison and conduct regular audit of the Areas to ensure all the angles of Financial Crime is investigated, reported and to strengthen rapport with the law enforcement agencies.
• This will include compliance with appropriate Investigation guidelines/procedures relevant to secured/unsecured lending, supervisory management of MI team members located in areas.
• To strengthen rapport with the law enforcement agencies.

Principal Accountabilities Impact on the Business/Function

• A One-point contact for investigations on high value cases for all products.
• Required to provide guidance and support the team with expertise on the product to ascertain the lapses in the current process notes and credit policies.
• Require to track of all cases under investigation with the latest updates to be submitted to the management/Seniors as and when requested.
• A Weekly/Monthly MIS to be provided in the template as approved and circulated by the business.
• Ensure that the investigations are conducted as per Internal guidelines. Internal (staff fraud / accountability) cases are conducted in the most dignified manner.
• To represent the bank as ‘Power of Attorney’ holder in filing criminal cases by the bank. Ensure proper information sharing and follow up with law enforcement authorities related to these cases.

Customers / Stakeholders: WPB, CMB, DBS, and HR.

• Establish and maintain effective relationship with business areas and identify areas of service improvements.
• Maintain good liaison with local law enforcement.
• Adhering to internal Ab & C guidelines.
• Conduct local fraud awareness trainings for Bank staff / third party sales staff.

Leadership & Teamwork

• Build collaborative relationships and demonstrate HSBC values.
• To be an effective back up for each other within FC Investigations
• Closely coordinate with relevant stakeholders namely WPB Credit Risk, CCS, WPB sales teams, HR and DBS.

Operational Effectiveness & Control

• Ensure timely investigation of the case with proper feedback and logical conclusion on fraud cases.
• Ensure timely and qualitative investigation on fraud case and submit detailed fact finding (investigation) report.

Management of Risk

• The jobholder will ensure the fair treatment of our customers is at the heart of everything we do, both personally and as an organization.
• This will be achieved by consistently displaying the behaviors that form part of the HSBC Values and culture and adhering to HSBC risk policies and procedures, including notification and escalation of any concerns and taking required action in relation to points raised by audit and/or external regulators.
• The jobholder is responsible for managing and mitigating operational risks in their day to day operations. In executing these responsibilities, the Group has adopted risk management and internal control structure referred to as the ‘Three Lines of Defense’.
• The jobholder should ensure they understand their position within the Three Lines of Defense, and act accordingly in line with operational risk policy, escalating in a timely manner where they are unsure of actions required.
• Through the implementation the Global AML, Sanctions and ABC Policies, supporting Guidance, and Line of Business Procedures the jobholder will make informed decisions in accordance with the core principles of HSBC’s Financial Crime Compliance Risk Appetite.

Observation of Internal Controls

• The jobholder will adhere to, and be able to demonstrate adherence to, internal controls and will implement the Group compliance policy by adhering to all relevant processes/procedures.
• The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply.
• This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.

Major Challenges

• This expert position is responsible for overseeing and strategically developing all major Investigations, prevention and detection activities, including but not limited to fraud awareness for new and existing staff, the underlying objective of the function is to minimize fraud losses to the bank, in addition to preventing losses on account of Retail Asset frauds, to the best extent possible, based on learnings from such investigations. While the Investigation function is primarily related to the various LOBs and functions, this role will also require to assist in investigation (and recovery thereof, where applicable) of frauds in Liability accounts, delivery channels, CMB lending and other staff frauds. A key part of this role will involve building strong relationships with key stakeholders and customers across the group and industry and a great degree of credibility and experience will be needed in order to do so.
• In a market that is relatively unregulated and where there is very little sharing of information between the players, any growth in business is expected to increase the bank’s exposure to frauds & consequently losses.
• The lack of assistance from investigation agencies ensure that fraudsters are most often than not let off the hook and ongoing vigilance is therefore required to ensure that the Bank is not affected by the same syndicates.
• The major challenge therefore is to optimally utilize the existing system infrastructure and the law enforcement machinery across locations in India.

Role Context

• As part of the Group’s wealth management strategy, the INM CMB business has been identified as one with a high growth and profit potential, making this a thrust area for the group. In line with the group objectives, CMB, the Cards and Retail Asset business have set an ambitious plan. This will ensure a position for the Bank, amongst the top 5 card issuers, and as a prominent retail asset player within India, and second amongst the Group’s Card businesses in the AP region. In addition to this, the acquiring business is projected to grow, giving the Bank the status of being amongst the top three largest acquirer in the country.
• Achievement of AOP targets and the strategic plan objectives is directly influenced by the magnitude of losses/exposure that the issuing, acquiring & retail asset portfolios represent. The jobholder is directly responsible for minimization of fraud losses in the GTRF, Trade Services business and Retail Asset function and also for Liability products which for debit cards have a significant impact on the customer relationship & the bank’s brand, a region that makes a significant contribution to the overall business of HSBC India.

Requirements

• The Job holder should be minimum Graduate from University with 6 years of professional experience including minimum 3 years in banking/ NBFC and 2 years in Fraud Risk Management. The job holder should be proficient with use of computer applications including MS word, Power Point, Excel. There are no mandatrory certifications required however certifications in Fraud Risk, cyber risk , AML would have an advantage.
• The job holder should have Indepth understanding of the Fraud Risk Function. Understanding of banking process, functions, customer acquistion process, market practices.

• Ability to work with staff across all levels of the organization from senior management to junior employees.
• Ability to organize and prioritize workload.
• Strong communication, presentation and interpersonal skills.
• A very high degree of analytics skills, team spirit, time management and ability to withstand high degree of work pressures.
• Ability to visualize emerging fraud trends, to activate counter measure to neutralize risk by proper implementation of strategies in a proactive manner.

Additional Information

• Mandatory to successfully complete Anti-Money Laundering and Sanctions training and post-course assessment, as required.
