Senior Manager / Director – HR Operations

Department: Global Rewards Operations Report to: VP, Global Rewards, Wellness and Payroll Location: Bangalore Direct Reports: 7 employees
Role: This is a leadership role requiring strong technical proficiency, stakeholder management (in India) and people management skills. The role involves the need for the incumbent to independently manage the end-to-end aspects of service delivery on all matters related to payroll-T&A-benefits to the different Business divisions in Technicolor India. While some of this could simple mean managing the ongoing services in a timely, cost effective and defect-free manner, some of the others may involve detailed deliberation, conceptualization, analysis, project planning, implementation, and ongoing performance review.
Job Responsibility:
This role will be responsible for Global Rewards operation team at Technicolor India. The key components of this role include leading and managing Benefits Management, Payroll processing, HRIS (global & local systems), Internal & External HR Audits, Statutory and Labour Compliance, Policy Administration, Corporate & Local HR Programs and providing to Global Mobility administrative support. The incumbent will be supported by a team of 7 experienced professionals in his team.
Payroll:

• To manage the payroll process for all ensuring 100% accuracy, timely execution and adherence to the Local Labour Laws and company policy & procedures. This includes all payroll related reporting as required including and not limited to salary registers/summaries, reconciliations of costs/ provisions/trial balances and statutory reporting.
• Ensure the organization’s compliance with payroll tax reporting and withholding responsibilities. Work cross-functionally and with corporate C&B, payroll service provider to provide functional knowledge of payroll taxes including WHT and trial balance adjustments.
• Work with the payroll vendor in ensuring that employee communication and escalations are managed responsibly
• Review the monthly performance of the vendor dashboards and provide constructive feedback
• Encourage constant employee communication channels to build awareness amongst employees about investments, payroll and reimbursement process etc. using helpdesk, formal & informal meetings etc.
• Delivers projects within the constraints of scope, time and cost to agreed levels of quality, within the organization’s project management framework.

HRIS:

• Lead current HR initiatives including the rollout of the HRO across India
• Ensure timely and accurate employee data on HRIS (HRO for India, Solus for India) and involvement with the vendors and global team to resolve technical issues
• Conduct regular informal HRIS audits and provide constructive feedback to the team
• Coordinate with the Corporate HRIS and HR teams in the study and implementation of global systems
• Communicate global updates on changes to the HR Operations team in India and relay any concerns/issues at their end to the Corporate HRIS team.

Statutory & Labour Compliance

• 100 % compliance of the monthly filing of mandatory returns (PF/ EDLI / ESI / LWF / Prof Tax / Statutory Bonus / Gratuity / Leave Encashment / Employment Exchange / Minimum Wages, etc.) i.e., Maintain and close all filings pertaining to labour department requirements
• Point of contact for statutory compliance, responsible for maintenance all statutory files for the India office ensuring accurate information & filing in accordance with Local labor laws and company policy / procedures
• Work closely with compliance vendor, payroll vendor and the internal legal team in proactively identifying exposure areas from a compliance perspective and work towards implementing a sustainable solution
• Build relations with local authorities where necessary, Maintain the forms folder ensuring up to date forms are always available and added to the intranet as and when required/needed
• Establish best practice compliance processes for sharing and communicating internally and to the organization. Update management of any major changes in terms of labour laws and statutory compliance that could have a bearing at the legal entity level
• Facilitate training of the HR Service Centre employees on latest employment legislation and case law.

Audits:

• Will be the single point of contact for all internal and external audits for HR Operations
• Ensure 100 % closure of all audits items as per the timelines given by Auditors (Internal Audits, RVR Self-Assessment, Deloitte/KPMG, CDSA, MPAA etc.)
• Educate stakeholders on the importance of compliance around Payroll plus allied activities and work with them in identifying business solutions that cater to their needs without compromising on the legal requirements
• Maintain and close all open audit items within the agreed timeframe.

Policy Administration:

• Formulate HR Policies applicable for employees across different BUs from time to time
• Administer and audit compliance on Policies in partnership with HR Consulting teams, Finance, and other Shared Services teams where necessary
• Periodic review and constant communication of amendments to all employees, including publishing of the Employee Handbook annually
• Identify effective ways of online communication of Policies to employees at all levels
• Work with members of Corporate HR team in aligning and implementing the necessary global for India (e.g., Code of Ethics Policy)

Benefits Administration and Strategy

• Introduce progressive and cost-effective benefit programs for India, including Group Medical, Personal Accident, and term life Insurance, EDLI etc.
• Evaluate different vendors in the local market from time to time to identify and introduce value-added services for employees.
• Network with vendors to know the market trends in employee health and wellness.
• Continually advice local management and Corporate Benefits team on benefits best practices in India.
• Negotiate with insurance brokers and other vendors during renewals and ensure service enhancement with least cost impact.
• Work with the vendor to ensure employee communication and escalations are managed responsibly and in a timely manner.
• Work with Corporate Benefits team on local benchmarking exercise from time to time in coordination with the identified global brokers and consultants.

Compensation Strategy

• Comparison of Technicolor compensation structure and benefit programs with the industry through formal and informal network and suggest changes that benefit the employees while protecting the company’s interests in terms of risk and compliance.
• Continually advice Management on the best practices in the industry on compensation structure and reward systems.
• Partner with the Corporate team (HQ) to implement Corporate Short-Term Incentive (STI) Programs such as Variable Compensation Plan (VCP), Sales Incentive Plan (SIP) etc.

Global Mobility

• Co-ordinate with the Global Mobility team to initiate the International Mobility (IM) process
• Manage payroll for expats and work with our preferred vendors in ensuring smooth functioning of the employee’s relocation, settling down, payroll, taxation, repatriation
• Engage with expats to understand issues and concerns and proactively engage with them in resolving for the same, in partnership with the concerned HR Consulting teams
• Continually engage with the local vendors to explore service improvement and cost optimization

HR Programs

• Ensure timely completion and effective implementation of Global Corporate Projects.
• Drive Diversity & Inclusion and CSR initiatives across Technicolor India with involvement from the site HR.
• Drive meaningful employee health and wellness programs, measure utilization, employee satisfaction and effectiveness of the initiatives.
• Implement new and creative solutions to bring efficiency and effectiveness in Employee Assistance Programs (EAP).
• Suggest best practices to site HR on employee engagement.

Vendor Management

• Maintain good rapport with all local and international vendors under the purview of HR Operations.
• Proactively identify other vendors in the market who may have better services at more competitive prices.
• Negotiate better rates and terms with the vendors at the time of contracting and contract renewal using market knowledge, domain expertise and relationship management.
• Proactively work with the vendors in managing escalations from internal stakeholders.
• Responsible for making decisions pertaining to change in vendors where necessary.

Experience:

• Minimum of 10 years of extensive experience in all the areas of HR (strategic and operational).
• Should have prior experience of having handled most of the areas under HR Operations explained above.
• Should have exposure of handling HR, Payroll, and allied activities for foreign nationals.
• Should be comfortable in managing and influencing senior business stakeholders, both locally and globally.
• Should have prior people management experience.
