OBJECTIVES OF THE PROGRAMME The office of the Regional Director provides leadership, strengthens governance and fosters partnerships, collaboration with countries, the UN systems, and other partners, stakeholders in order to fulfil the mandate of WHO for Universal Health Coverage. The overall objective is to ensure the efficient and effective development, implementation and evaluation of the collaborative programmes of WHO in the South-East Asia Region (SEAR).The specific objective of the programme are to identify Regional risks, maintain a risk register record, evaluate it according to its likely impact on probability and proactively have it managed by risk management owners. The Compliance Officer will periodically review, assess and integrateinternal control compliance into all policies and managerial decisions DESCRIPTION OF DUTIES Under the broad direction of the Regional Director (RD), and in collaboration with other organizational entities (e.g. HQ, Regional management offices and technical departments and WHO Country Offices (WCOs), the incumbent will perform the specific duties: Support SEA Region (SEAR) policies and procedures for risk management, transformation,compliance and contingency planning, enhancement of tools to systematically record, monitor and report on a wide range of organizational risk areas and facilitate securing of internal support to mitigate identified risks. Coordinate and lead SEAR risk management cycle through Risk Management Tool (RTM) and Internal Control Framework self-assessment by assisting all Budget Centre Managers in identification of risks and implementation of mitigating strategies Identify internal constraints which undermine compliance within SEARO’s programme and operations, and propose corrective measures, review the current approaches available on assessing, measuring and mitigating risks. In coordination with DAF Office, assist with follow up on open internal and external audit reports and recommendations and Country Programme and Administrative management reviews with the overall aim of enhancing and improving compliance, transformation, risk management and related processes and procedures. Support the integration of risk management process into the planning processes and compliance framework. Articulate SEA risk management accountability frameworks and ways in which accountability can be monitored and measured against. Regularly monitor and report the status of the risk register and be alert of emerging internal and external risks, as well as the effectiveness of the instituted risk measures. Coordinate the implementation of the annual work plans for risk and compliance based Budget Centre reviews; provide clear and consistent updates, analyses and reports on risks and threats with actionable recommendations. Support the development of internal capacity building for risk management and compliance at all levels of the Organization; develop training tools in risk management and compliance applicable to the different audiences in the Region and foster a culture of risk management, accountability and compliance, raising staff awareness. Perform any other duties as assigned. REQUIRED QUALIFICATIONS Education Essential: Advanced university degree in Social Sciences, Public Administration, Finance, Law, Economics or related field.
Desirable: Training in risk management and programme evaluation.
Experience Essential: At least seven years’ experience in planning, general management, internal control framework and related monitoring processes and systems, some of which should be at the international level. Good experience using ERP systems.
Desirable: Experience in designing, policy development and implementing risk management, compliance and internal control framework. Experience in working in WHO and/or the UN system, together with specific experience of using Oracle. Experience in working in a multicultural environment

REMUNERATION WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2762 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
