a) PMU shall assist the Department in developing a Strategy Document for the development of tourism in the state covering the followings aspects: –
? Current State Assessment
? Tourism Concepts and Products
? Marketing & Positioning
? Institutional framework
? Action Plan
2. Implementation of UP Tourism Policy 2018
a) Assisting the registration of the tourism units as per UP Tourism Policy
b) Assisting in evaluation of proposals for availing various types of fiscal incentives for the purpose of compliance as per Policy
c) Assist the Department in planning of new policy initiatives, special incentives and any other ideas to give an overall boost to the tourism industry in the State.
d) Preparation of a detailed plan for promotion of the policy
e) Impact assessment of the various fiscal incentives of the Policy
f) Identification of new/enhanced incentives under the Policy from time to time
g) Monitoring Support of the all the proposals received under UP Tourism Policy
3. Identification & implementation of new projects
a) Identification of new projects on novel or established ideas to supplement the existing projects and assist the state in reaching out and attracting tourists to the identified tourist spots of the State. These may include niche tourism concepts as Rural, Wildlife, Wellness, Handicraft, Sports and Film Tourism.
b) PMU shall assist the Department in implementation of the projects including liaison and co-ordination with other concerned departments in relation to the identified project.
4. Investment promotion and Investor Facilitation
a) Provide assistance in identification of tourism projects to attract private sector investments for development of Hotels, Resorts, Convention Centres and other types of projects in the state of Uttar Pradesh
b) Provide handholding support in tourism sector proposals appraisal and institutionalizing the project facilitation framework till implementation
c) Provide knowledge support in implementation of various tourism projects
5. PPP Transaction Advisory
a) Review of Assets of tourism properties
? Review and Complete Assessment of Assets (Building, Land, Properties, Heliports etc.)
? Review secondary data available for available assets
? Undertake site visits for physical asset assessment if required (Transportation expenses to be undertaken by the client)
b) Preparation of Bidding Documents
? Review of case studies
? Structuring of bidding parameters for client approval
? Preparation of draft EoI
? Preparation of draft RFQ cum RFP
? Meeting with prospective bidders
? Formulation of Draft Concession Agreement (DCA)
c) Bid Process Management
? Pre-Bid Assistance: Attending pre-bid meeting, assessment of pre-bid queries and formulation of draft reply for approval / addendum (if required), approval and publishing by client
? Technical Bid Evaluation: Assistance in technical bid opening, bid verification, minimum-eligibility verification, technical evaluation, bid evaluation report.
? Financial Bid Opening: Financial bid opening and evaluation, final bid evaluation report formulation and recommendation
