Duties
Basic Function of the Position: The position is located in the Financial Management Center (FMC) Office at U.S. Embassy, New Delhi. The incumbent will examine a variety of complex invoices and other requests for payment of goods and services under the provisions of multi year grants, international transportation procured through Centrally Billed Account (CBA), long-term construction and service contracts, Leases, Agreements. ORE. Representation and shipment of HHE/UAB/POV in connection with assignments, transfer, etc. S/he will determine entitlements, correspond with the contractors, travelers for clarification and/or supporting documentation and processes vouchers. Fully comprehend with internal rules and regulations, Management Issuances and other agency circulars, etc. and applies them in voucher examining process. Provides guidelines on provisions of authorizations and procedures to be followed and coordinates with the contracting and receiving offices, public affairs, serviced agencies, employees and B&F staff of four consulates in performing his/her work. The incumbent will utilize a computerized financial management database to effect and record financial transactions. The incumbent will prepare the vouchers with all necessary supporting documents and submit it to the supervisor for review and precertification. Work is subject to minimum supervision to ensure accuracy and compliance with procedures. Trains junior employees and provide them guidance. Additionally, the incumbent must be able to utilize Microsoft Office programs effectively through the course of his/her daily duties. The incumbent will also perform other duties as assigned.
Qualifications and Evaluations
Requirements:
EXPERIENCE: The position requires three years of work experience in voucher examining or bookkeeping or accounting field.

Education Requirements:
The position requires successful completion of Bachelor’s degree in Commerce or Accounting or Finance.

LANGUAGE:
Level 3 (Good Working Knowledge) in English (Reading, Writing, and Speaking) is required. This may be tested.
AND
Level 3 (Good Working Knowledge) in Hindi (Reading, Writing, and Speaking) is required.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in New Delhi, India may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time the conditional offer letter is issued by the HR Office.
