Summary:

Duties
Serves as Locally Employed Staff Purchasing Agent in the General Services Office (Procurement section) and is part of a team of colleagues who deliver first-rate customer service to the U.S. Consulate General Mumbai employees. The position is responsible for preparing all major projects, complicated purchase orders, delivery orders, purchase card orders and their subsequent follow-up. Incumbent under the supervision of the Procurement Supervisor, is responsible for supporting the process for executing a wide variety overseas and local purchases. Incumbent procures a full range of goods and services for agencies under International Cooperative Administrative Service Standard (ICASS) service agreements. Procures locally, offshore and U.S. sources, utilizing all sanctioned methods including the Internet and purchase cards. Drafts and prepares contracts for review and award by the contracting Officer. Provides a variety of supplies and services utilizing contracts, purchase order, purchase card, blanket purchase agreement, delivery task orders, petty cash and against existing General Services Administration (GSA), Department of State or other U.S. Government contracts. Completes e-filing for each Procurement action. Make purchases using the Purchase card from overseas and on-line vendors. Reconcile the purchase card statements every month. Conduct market surveys to keep up to date on current availability of products and pricing. Assists cleared American personnel with secure random procurement from local sources by providing vendor information. Supervised by the General Service Officer in charge of Procurement.
Qualifications and Evaluations
Requirements:
EXPERIENCE: Three (3) years of progressively responsible, professional acquisition/procurement experience is required. Please describe your previous and current job responsibilities in detail.
Key Requirements:
Two years of university or college studies is required
Three years of professional acquisition/procurement experience is required.
English, Hindi and Marathi languages are required. (See language section)

Education Requirements:
Two (2) years of university or college studies is required. Please specify the name of the Certificate/Degree/Diploma course and the major subjects for each qualification you possess.
Evaluations:
LANGUAGE: Fluency (speaking, reading and writing) in English is required. Good working knowledge (speaking, reading and writing) in Hindi is required. Limited knowledge (speaking, reading and writing) in Marathi is required. This may be tested. Please specify in your application your level of proficiency in each language listed here.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Consulate General in Mumbai may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.
